We recently spoke with Joe Bradley, Chief Information Officer at Carroll Community College in Westminster, Maryland, about the evolving role of technology, the power of collaboration, and what it takes to create an experience that supports every student’s goals.
Tell Us a Little About Who You Are and What You Do.
I lead the IT department at Carroll Community College, with a focus on being a strategic partner across the institution. My role is not just about supporting technology. It’s about looking ahead and finding ways technology can help our institution and our students succeed.
What Inspired You to Pursue a Career in Higher Education?
I would say higher education found me more than I found it.
I spent the first half of my career in manufacturing before circumstances led me to higher education. When I started, I wasn’t sure what kind of impact I could make or how the experience would change my perspective on education.
As a college student myself, technology simply worked. I didn’t think much about what happened behind the scenes to make that possible.
After 15 years working in higher education, I have a much greater appreciation for everything it takes to create a smooth student experience. There are so many people, processes, and systems working together behind the scenes to help students focus on what matters: their education and their goals.
Has There Been an Experience in Your Career That You Consider a Turning Point or Milestone?
A major turning point was realizing that IT could move beyond being primarily a support function and become a more strategic, forward-looking partner.
That shift gave me a broader appreciation for the student experience. We’re not just supporting students today with their problems. We’re thinking about what comes next and building sustainable systems and processes that help students balance work, education, and life while continuing to move toward their goals.
Ultimately, that work can have an impact far beyond our institution.
How Has the Way Students Use Technology Changed Over the Years?
The pace of change has accelerated significantly. Higher education has traditionally taken time to adopt new technology, but student expectations are changing much faster.
That means we have to be more adaptable. Students use different technologies and communication channels to find information, connect with their institution, and support their learning.
Our responsibility is to keep evolving with them and make those experiences as simple and consistent as possible.
How Would You Define Student Success?
Every student has a different journey, so success looks different for everyone.
For me, student success means helping students achieve the educational goals they set for themselves. That could mean earning a two-year or four-year degree, completing a trade or workforce program, or pursuing another path entirely.
No two people have exactly the same experiences or goals. From a technology perspective, our job is to support those different journeys and give students the tools they need to keep moving forward.
What Do You Love About Carroll Community College?
What I value most is the collaboration — within my department, across Carroll Community College, and among institutions throughout Maryland.
We can accomplish more for students when we work together. Sharing resources, ideas, and experiences gives us more opportunities to improve how we support them.
That collaboration also extends beyond any one institution. Community colleges in Maryland work to create a consistent experience so students can move between institutions without unnecessary barriers.
At Carroll, we’re always looking for ways to improve our processes, use our resources responsibly, and deliver a strong educational experience with students and the cost of their education in mind.
What Keeps You Motivated and Inspired to Do Your Best Work at Carroll Community College?
Every day brings a different challenge.
Sometimes it’s a system issue. Sometimes a student needs help navigating technology. Some days go exactly as planned, and others require us to adapt quickly. Through all of it, our goal is to provide students with a consistent experience.
Students also come to us with different levels of comfort with technology. That makes it especially important to create systems that are intuitive, accessible, and easy to use.
Technology should help students focus on learning — not become another obstacle they have to overcome.
Do You Have a Story About a Time When You Felt Like You Really Contributed to a Student’s Success?
Graduation is always a powerful reminder of why we do this work.
We have a tradition of attending graduation together. When you see students walk across the stage and see the smiles on their faces, you realize that everyone at the institution played some part in helping them reach that moment.
That’s incredibly motivating.
The work we do every day may happen behind the scenes, but it contributes to something much bigger. We’re helping students achieve their goals, change their lives, and create new possibilities for themselves and their communities.
What Advice Would You Give Someone Considering a Career in Higher Education?
Be open-minded, collaborative, and forward-thinking.
Think about your own educational experience and the people who helped make it possible. Working in higher education gives you an opportunity to pay that experience forward and help shape what comes next for future students.
That’s what makes this work unique. You have the opportunity to collaborate with others toward a shared purpose — helping people learn, grow, and achieve their goals.
